I just bought my first DC in a loooong time. I researched it and like many went with the S2. I wondered if there is a setting to help reduce the amount of shutter lag for those quick pictures that do not allow time to focus on the subject (ie, kids playing, family goofing off, etc)?

Unfortunately most Point and Shoots are a bit sluggish in the shutter
response department - some a bit better than others.
Try pre-focusing ~ half press the shutter to lock the focus at the
desired point - then fully press at the magic moment.
This isn't always convenient with kids rushing around
You could try manual focus and use a high f-stop number to give more
depth of field - the shutter will fire much quicker - but you need to rely on
the manual focus being close to right.
Ultimately a dSLR is the best for this kind of thing
Sadly I cannot afford one for a year or two - but one day.....
