low light cameras

I'm looking for a camera that will take pictures in low light situations: some with no flash but dim lighting and others with a flash. Specifially for cave diving. How nice if I could get pictures using only our HID hand lights. Flash doesn't penetrate far in underwater caves. Have used a Nikonos V with success for closeups but felt I might have more light gathering potential with a digital.

I feel stuck on stupid about this subject. Appreciate any thoughts.
