Both are discontinued models and are reduced significantly, the Canon S410 from $349 to $199, and the Fuji E519 from $249 to $169. Based on appearance the Fuji is more apprealing and has a bigger screen, but it also allows normal batteries to be used instead of the Lithium batteries on the Canon which is the ELPH version. This really isn't a problem for me, but I'd thought I'd mention it. To me there is no difference between the megapixels of 4.0 and 5.2, so no real concern there. I currently have a Fuji 2650, but it has given me nothing but problems me nothing but problems, especially its battery usage. The most important thing for me is reliability and ease of use.

Another thing I have read in a couple places is that the Canon is not receognized by XP unless a driver is installed, so if I wanted to load the pictures at another persons house I'd have to bring the software. Is this true?

I don't know too much about those two models, but I would get the S410 if those were my choices. I have an E550 and I think it's great! But, didn't get the impression the E510 was as good. I have an OLD S200 and that little thing is like a tank...goes with me everywhere.
