I have the opportunity to purchase a Digital Rebel for $400 with lens.
Only catch, it is getting the Error 99...
Would you take a change or avoid this? What does Canon charge for repair?

If it is the lens that causes it, maybe. What lens is on it, and does it behave better with other lenses? Err99 mostly means communication between lens and camera goes wrong in some way or another when making a photo, shutting the diafragma.
err99 is caused by mis-communication between camera and lens. I had it once, using my Tamron 70-300 (which is at best a stopgap lens).
