I was reading a review for the nikon 8700 and it said that it has noisy images but it also said it Very good photo quality. So what does noisy images mean here? I would think that noisy images would downgrade photo quality. Maybe the
artical is refering two different things?
I am comparing the Nikon 995, 4500 and 8700 for maco shots. Which
would be the best camera for this. How does the 8X & 4X lens affect
macor shots?

The 8700, like many 8MP .66" CCD consumer cameras exibits relatively high noise when ISO is pushed above about 200 to 400. For normal ISO (below 200) the images are good to very good. So if you are planning to take a lot of high ISO low light (without flash) pictures then you can expect a fair amount of noise. This is not unusual in most consumer cameras, but the onset in 8MP consumer cams is at a lower ISO.

The answer to this dilema is a program called Noise Ninja. For $29 you can minimize the problem, and pretty much buy whatever you want.
