-my budget: 200$
-small compact size

Features:
- 3 or 4MP
-standard zoom (3x)
-image quality: 9
-manual controls - only some

General Usage:
-vacation and everyday photos
-rarely I will make some big prints (up to A4)
-I will be shooting a lot of low light photos and I would also like to make photos of sports/action and taking videos (i'd like 648x480 30fps)

Miscellaneous:
-I like all the most common brands, now I would like to have an Olympus, because I have their xD picture card from my previous camera
-I have already some cameras in mind:
Sony S40 - nice new camera, fast, good indoors
Canon A510 - many manual controls, but it's too slow and large...
Olympus C-500 - only Olympus in that price range, but I think it's not very interesting
Nikon 3700 - small, but old...

-I would also like an 1,8" LCD good visible in the sun and AF illuminator

I don't know what you mean by "only some" under the manual controls category, but I can tell you that there isn't a lot of manual control cameras to choose from in your price range. Of the ones available, the A510 is the smallest with manual modes accessible via mode dial. Otherwise, there are a few that have manual modes via menu, such as the small and inexpensive Sony S-40.

Keep in mind that since you will be doing a lot of low light photos, that your choice will need a tripod socket, since nothing in the $200 range will give you good image quality at high ISO's.

Check out the Fuji F10, which is good for low-light shots and uses XD cards.
