I just tried it, and I must say that is seems to work quite well. My Pentax *ist DS has a bit of noise (not really a lot) at ISO 800, which is what I often use. It seems to clean up the noise quite nicely.

I am a novice here. What is a picture cooler? What does it do? How does it work?

Hello fellow novice. :) Actually 'Picture Cooler' is the name of the software. It's main function is to remove noise from a picture.
Noise usually occurs if a picture is taken in low light conditions with high ISO. Noise is more evident in the darker areas of a picture like shadows or underexposed areas.
Heres a good definition of noise:

and a definition of noise reduction, a function of 'Picture Cooler':

Download the program and try it out. :D
